Why Conscripts Are Not IRGC Members

“Randomly Drafted Is Not Membership – Forced Assignment Does Not Equal Affiliation.”

Conscripts cannot be considered members of the IRGC because their placement is entirely random and administered by Iran’s Public Conscription Organization. Draftees are distributed among the three receiving bodies, the Army, Law Enforcement, and the IRGC, based strictly on staffing needs and institutional capacity. Conscripts have no choice, no input, and no control over where they are assigned; the decision is made solely according to organizational requirements.
In contrast, IRGC membership is voluntary and career-based. Membership requires intentional affiliation, commitment, and selection. A compulsory, quota-based assignment cannot logically or legally constitute membership.
The distinction is also reflected in official documentation and institutional status.
IRGC members do not receive a Completion of Compulsory Conscription Card, as their service forms part of their professional career. Instead, they are issued staff or employment identification.
Conscripts, by contrast, receive a Completion of Compulsory Conscription Card upon finishing their mandatory service, evidence of temporary, compulsory duty rather than membership.
Furthermore, the regime does not entrust conscripts with decision-making authority or operational responsibilities. IRGC members undergo rigorous vetting, ideological screening, and evaluation before being trusted with sensitive roles. Conscripts undergo no such process and are not treated as trusted insiders.
